Russian interrogative-relative pronouns что, кто are used in direct and indirect questions and refer to a thing, a person or an action: Что это? Кто это? Что он делает? The case endings of что, кто are similar to the musculine endings of adjectives.
When interrogative pronoun что used with the prerpsition за it has the same meaning as Russian demonstrative pronouns and used only in nominative case: Что за газета? = Какая это газета? Что за доктор? = Какой доктор?
